Yolo County has no separate swimming-pool permit process: a residential pool falls under the 2019 California Residential Code, which the county adopted by reference including Appendix V, the Swimming Pool Safety Act, under Sec. 7-1.02(b). The Chief Building Official issues the permit, and construction must also meet the zoning setback and lot-coverage standards for pools in Sec. 8-2.1011.
