Everett Municipal Code § 9.80.010 makes it unlawful for a minor under age 18 to be in or upon any public street, highway, alley, park, vacant lot or other public place between 11:00 p.m. and 5:00 a.m. EMC 9.80.040 exempts minors accompanied by a parent or approved adult, running an errand for a parent, coming from work within a half hour, within one block of home, coming from a supervised activity within a half hour, on an emergency errand, traveling to/from a school-sponsored event, or in interstate travel. A police officer may take a violating minor into custody and deliver them to a parent, the police station, or juvenile authorities (EMC 9.80.050). A parent who permits or fails to control a violation is also liable (EMC 9.80.060). Violation is a civil infraction with a penalty up to $250, with community service allowed in lieu of payment.
