, covering the Friday and Saturday overnight window. 020 makes it unlawful for any juvenile, defined as anyone under 18, to loiter or engage in a disorderly assembly in a public or private place during those hours, and any juvenile found out during curfew is presumed to be violating the ordinance unless the presumption is rebutted with proof of 'reasonable necessity,' a defined term covering emergencies or errands for a parent or guardian. 030 lists specific exceptions: a minor accompanied by a parent, stepparent, grandparent or legal guardian; a minor accompanied by an adult over 21 carrying written, signed parental authorization for a specific time and purpose; a minor traveling directly to or from lawful employment with an employer's signed statement, allowed up to half an hour of travel time; and minors going to or from a school, church or First Amendment-protected event such as a political meeting or religious service.
