030 makes it unlawful for any minor, defined as anyone under 18, to remain in any public place or on the premises of any business establishment during those hours unless accompanied by a parent, guardian, or a "responsible adult," meaning someone at least 18 authorized by the parent to have custody of the minor. 040 lists eleven specific exceptions: running an errand at a parent's direction, engaging in an adult-permitted activity (the code names social gatherings, movie theaters, restaurants, sports, education, dances, and job interviews as examples), responding to an emergency, traveling in a vehicle on an interstate or intrastate trip, working or commuting to and from a job, standing on the sidewalk next to the minor's own home with permission, heading straight home by any mode of travel, traveling to another residence with parental permission, exercising First Amendment religious or expressive rights, and being married or legally emancipated.
