Exemptions in §9.04.040 cover: accompaniment by parent/guardian; errand at parent direction; interstate travel; lawful employment; emergency response; sidewalk abutting child's residence; returning home from a school/religious/cultural/sporting/entertainment event or First Amendment-protected gathering; bus stop waiting; and emancipated minors. Officers must ask age and reason for being present before enforcement. Parents and 'keepers of public places' have reporting duties under §9.04.060.
