(2) If, after the mailing of the warning notice set forth in subsection (D)(1) above of a second violation by a minor, a parent violates § 11-904(C) of this chapter (in connection with the third violation by a minor), this shall be treated as a first offense by the parent. For such first parental offense, a parent shall be fined $25.
