Apple Valley, MN Curfew Laws: Park Curfew (2026)

Section 95.04 of the Apple Valley Code of Ordinances sets one citywide schedule for parks in Dakota County, Minnesota. Parks shall be opened at 5:00 a.m. and closed at 10:00 p.m. During the closed hours, no person other than a city agent, employee or police officer acting in his or her official capacity shall be in any park.

The section prints two exceptions. First, the use of city-owned and operated lighted tennis courts and lighted athletic fields shall be permitted until 11:30 p.m. Second, events or activities authorized by the city shall be permitted until 12:00 a.m. midnight. The tennis and field extension applies only to city-owned and operated lighted facilities, so an unlit area or a facility not run by the city stays on the 10:00 p.m. closing.

The reach of the rule depends on the definition of park in § 95.02: a park, playground, beach or other area within the city, owned, leased or used, wholly or in part, by the city for park and recreational purposes or which is designated by the City Council as a park. Beaches and playgrounds are therefore on the same clock as ballfields.

The hours also control vehicles. Section 95.03(B) provides that no person shall park or leave any unauthorized motor vehicle within a park when persons are not permitted in the park as set forth in § 95.04, and it makes a violation of that subsection a petty misdemeanor. On Keller Lake and Lac Lavon, § 95.16 defines nighttime as the hours between 12:00 midnight and 5:00 a.m. and between 10:00 p.m. and 12:00 midnight, and § 95.18(D) prohibits operating a motorized vehicle or flotation device during the nighttime hours.
