Apple Valley, MN Noise Ordinances: Construction Hours (2026)

Section 130.56 of the Apple Valley Code of Ordinances lists the activities the Apple Valley City Council prohibits between 10:00 p.m. and 6:00 a.m. daily. The section applies every day, and it prints no separate weekend or holiday hours. Its stated purpose in § 130.55 is to restrict activities emitting noise which unreasonably annoys, disturbs, injures or endangers the comfort, repose, health, peace, safety or welfare of any persons.

Four categories are covered. Under (D), construction, remodeling, repair or maintenance of structures is barred in the window, which is the rule that governs a homeowner, contractor or builder working on a house, garage or commercial building. Under (A), construction, installation and maintenance of utility and street projects is barred too, except within a public right-of-way within the ring route as defined elsewhere in the code and any section of an arterial public right-of-way, as designated by the city's transportation plan, which does not transverse exclusively through residential zoning districts. Under (B), operating tools and domestic maintenance equipment powered by external air compressors or internal combustion engines is barred, and snow removal and street-sweeping equipment are exempt from that item. Under (C), repair and servicing of vehicles or other equipment is barred where the noise is audible beyond the property lines on which the work is being done.

Section 130.57 adds an exception for emergency work to preserve the public health, safety or welfare, or work necessary to restore a public service or eliminate a public hazard. Anyone doing emergency work must take all reasonable actions to minimize the amount of noise. The section sets no daytime decibel limit, so the enforceable line in the code is the 10:00 p.m. to 6:00 a.m. window.
