Bloomington, IL Curfew Laws: Park Curfew (2026)

Section 31-901 of the Bloomington City Code sets fixed nightly closing hours for the entire public park system named in Subsection A, from Miller Park and Franklin Park to the Den at Fox Creek Golf Course and Hershey Road Community Gardens. Constitution Trail closes one hour after sunset and reopens one hour before sunrise, a rule that shifts with the seasons. m. m. Outside of a short list of exceptions in Subsection C, no person may enter or remain on park property once the closing hour arrives.

The exceptions cover City of Bloomington employees and peace officers acting in the course of duty; participants, service workers, and permit holders connected to Parks and Recreation Department events, including anyone using the Miller Park Pavilion under a Department permit; the City's food-service franchise holder and its employees; and participants in activities at facilities owned by the Girl Scouts' Centrillio Council. Anyone else on park property after hours, including someone camping or loitering under Section 31-605 or Section 31-710, is in violation of the closing-hours rule as well.

The section is titled "Hours of parks - penalty," and because it sets no fine of its own, a violation is punished under the City Code's general penalty, Section 1-106, which runs from $50 to $500 per offense with each day treated separately. Park Security Officers and Parks and Recreation Department staff are authorized under Section 31-703 to write tickets enforcing park regulations.
