The City Council may establish a permit fee by resolution. The request for the special permit (and payment of the permit fee) must be present while the beer is dispensed and shall be responsible to determine that no beer is dispensed to or consumed by any person under legal age contrary to law.(o)the provision of Subsection (n) above notwithstanding, no person shall bring, use, consume, or have in his or her possession alcohol, wine, or beer in the following city parks located in the City of Cedar Rapids at any time:
