City parks under Chapter 15, Article III of the Code of Ordinances operate every day of the year, but only during the "designated hours" posted at each individual park under Sec. 15-30; there is no single closing time that applies citywide, so the posted sign at the entrance controls. The director of the community services department, described in Sec. 15-26 as the official in charge of park areas and activities, can go further under Sec. 15-31 and declare "any section or part of any park" closed to the public "at any time and for any interval of time, either temporarily or at regular and stated intervals, daily or otherwise," whenever the director finds it reasonably necessary.

Once an area is posted "Closed to the Public," Sec. 15-32 makes it unlawful for anyone to enter it or to "use or abet the use" of it in violation of the posted notice. Enforcement runs through both park staff and police: Sec. 15-27 directs the director and park attendants to "diligently enforce" Article III provisions in addition to regular police enforcement, and Sec. " That two-step structure, an order to leave first and a trespass arrest if ignored, is the actual mechanism behind the after-dark closure residents encounter at boat launches, playgrounds and the lakefront.
