10, HOURS OF OPERATION, makes it unlawful for any person to enter or remain in a park except during the hours it is open to the public. , unless a park posts different hours or a person holds a special written permit allowing after-hours use. The county posts the actual hours conspicuously at each park, including on the gates entering the park and on the exterior of recreation facilities, so a specific park's hours can differ from the county-wide default. The County Manager or the Parks and Recreation Commission can establish or change a park's hours of operation from time to time.

10(B) lets the Parks and Recreation Director or the County Manager declare any section of a park closed to the public at any time and for any interval, at their discretion, including when doing so serves public safety, health, conduct, or order, which covers closures for storm damage, maintenance, or a security concern. Because Chapter 97 defines PARK to include all county-owned or operated public park land, foot paths, trails, and recreational facilities, the curfew applies county-wide rather than to one site. 10(C) folds entering a closed park directly into North Carolina's second-degree trespass statute rather than leaving it as a standalone parks fine.
