All municipal parks shall be open daily to the public from sunrise to sunset; provided, however, that lighted facilities designated by the City Manager or designee for night-time activities may remain open until 11:00 p.m. The municipal beach and the designated rights-of-way listed in § 98.14 shall be open daily from sunrise to 11:00 p.m. Signs specifying closing hours shall be posted prominently at each facility. It shall be unlawful for any person, other than city personnel conducting city business therein, to occupy or be present in any park, the public beach, or designated right-of-way at any time when the facility is not open to the public, unless a permit authorizing the use for a particular purpose has been granted by the Recreation Programs Administrator.
