Rapid City Municipal Code § 12.24.010 states that 'all city parks shall be closed to the public each day from 10:00 p.m. until 5:00 a.m., except upon special permission from a city official in charge of the area.' The section makes it a violation of city ordinance simply to be present in a city park while it is closed, carving out only activities that the Parks and Recreation Department (referred to in the chapter as the 'Department') has authorized in advance, such as a permitted special event under Chapter 12.20 or a scheduled Department program.
