280 of the Rapid City Municipal Code regulates where vehicles and trailers may be stored on lots in residential and commercial zoning districts. Subsection J requires that any vehicle or trailer stored or parked on a lot occupied by a dwelling, or on any lot in a residential or commercial district, sit on a graveled or hard-surfaced parking or storage pad, specifically to eliminate dust, mud, and weeds that come from parking on bare ground. I can double as that pad, as long as it is at least as large in length and width as the vehicle or trailer parked on it.

335; subsection I caps the combined footprint of vehicles, trailers, and buildings at the district's lot coverage maximum; and subsection K bars using a stationary vehicle or trailer as sleeping quarters for more than 72 hours. Commercial vehicles over a 12,000-lb. GVWR, trailers over a 5,000-lb. GTWR, or vehicles over 10 feet tall or 22 feet long face separate restrictions under subsection B unless they qualify as a recreational vehicle. Community Development's Code Enforcement division administers these standards; vehicles used by the city, its contractors, or public/private utilities on a city project are exempt under subsection L.
