010: an EMERGENCY SNOW ROUTE is any public street the Public Works Director or designee determines must be cleared for safe traffic flow, mapped and published by Public Works; the DOWNTOWN SNOW REMOVAL CORE is bounded by West Boulevard on the west, Fifth Street on the east, Omaha Street on the north and Kansas City Street on the south; and a SNOW REMOVAL ALERT is the period the Director declares once accumulation triggers removal operations. 020 requires the city to announce an alert through local news media and other available sources, stating the date and time it begins, based on current conditions and National Weather Service forecasts.

; on any designated emergency snow route, parking is barred entirely for the duration of the alert, with no time-of-day carve-out. 040 clarifies there is no formal termination announcement; instead, the restriction lapses street-by-street as soon as that street has been plowed curb-to-curb and removal equipment has left the area, after which normal parking resumes until the next alert. 050 and draws a fine set by Common Council resolution, and the Police Department may additionally tow and store the offending vehicle at the owner's expense.
