150 gives the City Engineer, or a designee, authority to determine the location of passenger and freight curb loading zones, post signs identifying them, and set the hours during which the zone rules apply. 160 then governs use: no one may stop, stand or park in a marked curb loading zone for any purpose other than the expeditious loading or unloading of passengers or freight during the posted hours, and in no event may a vehicle remain in the zone for more than 30 minutes; while parked there, the vehicle must keep its emergency flashers running continuously.

A separate carve-out in subsection B lets a passenger vehicle stop temporarily at a zone specifically designated for freight curb loading to load or unload passengers, provided the stop does not interfere with a freight vehicle waiting to use or about to use the zone. 160 to a designated storage location, with the owner responsible for the removal and storage costs before reclaiming the vehicle. 170, which lets police remove any vehicle parked in violation of the title or creating a hazard, again at the owner's expense. 310, with the registered owner presumptively liable for the resolution-set penalty fee.
