City Code section 7-11-2(M) bars any person from being in a city park between 10:30 p.m. and 6:00 a.m., and also at any other time the director of parks and recreation posts and designates as closed. The chapter's broad definition of 'city park' reaches park facilities and trails whether located inside or outside the corporation limits, so the overnight closure is not limited to a short list of named sites. The rule carries one built-in exception: authorized users of the Raccoon River Park Nature Lodge and the Raccoon River Park Softball Complex are exempt from the hours restriction while using their respective facility, reflecting that those two sites host scheduled evening programming and rentals.

Section 7-11-3 declares violations of the park rules chapter, including the hours restriction, municipal infractions punished under Title 1, Chapter 4 of the code, whose general penalty in section 1-4-1 sets a civil penalty of up to $750 for a first violation and up to $1,000 for a repeat violation. Unlike the tobacco, alcohol and swimming-area subsections, the hours restriction is not one of the three subsections carrying the chapter's special $100 citation-complaint procedure, so a park curfew violation is enforced through the standard municipal infraction process rather than that flat fee.
