Jefferson Parish, LA Data Centers & Crypto Mining: Crypto Mining Rules (2026)

40-1 lists "data mining center," defined as "a facility for the operation of specialized computer equipment for the primary purpose of mining one (1) or more blockchain based cryptocurrencies," as prohibited ("X") in I-MU, I-L, I-LF, and AIM, and allowed only as a special permitted use ("SPU") in I-H, cross-referenced to the standard at Sec. 1. That standard requires that noise, exhaust, heat, or humidity not be perceptible at or beyond the property line, and that a facility within 500 feet of a residential district or use submit a noise mitigation plan.

It bars electric or magnetic fields that interfere with off-premises radio, telephone, or television reception, and it flatly prohibits using cargo containers, railroad cars, or semi-truck trailers for any component of the operation, a rule aimed at improvised container-based mining setups. Before the SPU can be approved, the applicant must provide written verification from the serving utilities that adequate capacity exists on the supply lines and substation, that utility supply equipment and related electrical infrastructure are sized to safely accommodate the load, and that the use will not cause electrical interference or voltage fluctuations on or off the premises.

Because I-H is the only district where the use even reaches the SPU stage, an operator must also clear Sec. 23's special-permitted-use review, in which the Jefferson Parish Council must find the facility will not depreciate surrounding property values, overburden drainage or utilities, or create nuisance from noise, vibration, or glare before granting approval by ordinance.
