Chapter 16.30 of Murrieta's Development Code sets exterior noise standards by receiving noise zone in Table 3-6. Residential property limits are 50 dB daytime (7 a.m.-10 p.m.) and 45 dB nighttime (10 p.m.-7 a.m.); commercial is 60 dB day and 55 dB night; industrial is 70 dB anytime; and noise-sensitive areas 45 dB anytime. Those base limits (Standard No. 1) apply for up to 30 minutes per hour, rising 5 dB for shorter durations. At a boundary between two zones the limit is the arithmetic mean. Critically, Section 16.30.060 lists the exemptions and does not exempt air-conditioning or mechanical equipment - so a data center's chillers, cooling towers, and generators are fully regulated where they reach homes.
Noise exceeding the Table 3-6 limits is a Development Code violation. Murrieta code enforcement may issue an abatement notice or citation; a permitted data center also breaches any noise conditions attached to its use permit.
