Section 4-1-1115 bars operating any motor or engine between 9 p.m. and 8 a.m. unless enclosed so it is not plainly audible at a residential property line. For discretionary permits, CEQA review imposes stricter numeric noise conditions, so a data center abutting homes is engineered to the General Plan noise standards.
Noise that violates Section 4-1-1110 is a public nuisance abated under Municipal Code Chapter 1-12, and can breach the noise conditions placed on a data center's discretionary permit.
