Unincorporated Solano County regulates data centers only through its general industrial zoning, not a data-center-specific chapter. Under Chapter 28, computing and server facilities fit the Manufacturing-Limited (M-L) 'industrial park' district (research, warehousing, electronics manufacturing) or the Manufacturing-General (M-G-1/2, M-G-3) districts, where 'general manufacturing' is allowed by right. Because a large data center carries utility-scale power and cooling, the Zoning Administrator can invoke the Section 28.95 performance-standards procedure, and any use permit or discretionary approval triggers CEQA review. M-L setbacks are 30-foot front, 10-foot side, 50-foot height; M-G is 10-foot front and 20-foot side. No data centers currently operate in the unincorporated county. This applies only to unincorporated land; the seven cities each apply their own zoning.
Building a data center on land not zoned M-L, M-G, or I-WD, or ignoring performance-standards conditions or required CEQA review, is a zoning violation. Solano County can withhold building permits, issue stop-work orders, and pursue code enforcement.
