How long local codes give to clear snow from the sidewalk
The deadline to shovel the sidewalk, as written in the city and county codes on this site: a number of hours after the snow stops, or a time of day.
Findings
- Among the 237 local codes on this site whose quoted text states a sidewalk snow deadline, 220 give a number of hours and 17 give a time of day.
- The most common figure is 24 hours, in 113 of the 220 codes that count in hours.
- 81 of those 220 codes allow 12 hours or less, and 19 allow 48 hours or more. The figures run from 2 hours to 72 hours.
- 38 of the 220 hour deadlines are counted in hours of daylight, or from daylight or sunrise, so the same number can mean a longer wait in winter.
- 13 of the 17 time-of-day deadlines fall at or before noon.

An empty cell means the builder read no value for it in the quoted text. It does not mean the code has none. The link in each row is the address stored on the rule page for that passage, or the address of the cited section where a link correction or the comparison with the live code recorded one. It can open the front page of the code or a different part of the code, not the cited section, so look the section up by its citation. “Source last checked” is the date recorded on a rule page when the page was last written or edited, or when a software re-check last found no newer edition of the code or no change to the source page, whichever is later. It is not a record of anyone comparing a rule page with its source.

How this was made
Each row comes from this site's page on sidewalk snow clearing for one city or county. The deadline is read only from the passage of the local code quoted on that page, by fixed text patterns. No language model reads the text, and nothing is taken from the page's summary. The quote shown beside each row is copied from that passage, and every number in the row appears in the quote.
Two kinds of deadline are read. The first is a number of hours tied to a starting event that the code names, such as "within 24 hours after the snow has ceased to fall". The second is a single time of day, such as "by 10:00 a.m. of each day". For an hour deadline the column "Counted from or time of day" gives what the hours are counted from, in the code's words. For a time-of-day deadline it gives the time, in the code's words, and the hours column is empty. A time of day is not converted to hours, because that would need the time the snow stopped. In the CSV file this column is named counted_from_or_time. It is the one column of that file that holds words copied from the code: a short phrase, not the supporting quote.
Some figures in these passages are not the shoveling deadline and are skipped: a period that runs from a notice, a tag or a ticket, a rule for ice alone, and a rule for a parking space, a driveway or a hydrant. A figure the passage gives only for unusual circumstances, or only as a reasonable effort, is not read as a deadline. Where the passage gives the hours as the point after which the city may clear the walk at the owner's cost, that period is read as the owner's deadline. A deadline stated only for business property, for one district or for one class of building is set aside, so that a row is the deadline a home owner is held to. In 13 rows the builder's patterns find such a rule, with timing of its own, in the same passage: Colorado Springs (CO), Gary (IN), Topeka (KS), Portland (ME), Ann Arbor (MI), Eden Prairie (MN), Bozeman (MT), Blue Hill (NE), Ridgewood (NJ), Hamburg Village (NY), Syracuse (NY), Scranton (PA) and Amarillo (TX). This is a pattern match, and it can miss a rule worded in another way. Where a snow emergency has its own deadline, the row shows the everyday one.
Of the 445 local rules on record for this topic, these were left out first: 79 whose source is a state, federal or regional agency website, where the quoted text is state law and not the local code; 1 whose source link is not on the site's list of official sources. In 128 more the quoted text does not state a deadline in a form these patterns read. That leaves 237 rows. The patterns were tuned against random samples of the rows they produce, and some wrong readings may remain. Each row links to the official source recorded on its rule page. That link does not always open the cited section: it can open the contents page of the code or another chapter, and a link can stop working. Built 2026-10-13.
What this does not show
This is a table of the places this site covers. It is not a random sample of American cities and it is not a national estimate. The states with the most rows are New Jersey (35), Wisconsin (20), Michigan (18) and Pennsylvania (18). The last 2 have the same number of rows, so 4 states are named. Together they hold 38% of the rows (91 of 237).
A row shows one deadline, and many codes say more. In 16 of the 220 hour rows the builder's patterns also find a time of day set for snow that falls in the evening or at night, and the table shows the hour figure. That count is a pattern match and can miss a rule worded in another way. Hours counted "of daylight" are shown as the code states them and are not converted. The second column gives what the hours are counted from, in the code's words, and that is not always the moment the snow stops. A code may change the deadline with the depth of snow, name a wider or narrower path, or excuse the owner while snow is still falling. Read the linked section before relying on a row.
128 codes are missing because the quoted text gives no deadline these patterns read. In 88 the builder finds no deadline at all. Most of these say only that the sidewalk must be kept clear "at all times", "promptly", "immediately" or within a reasonable time. Others give hours with no starting event ("longer than 24 hours"), or are about repair, plowing or where snow may be piled, and a few state a deadline in wording the patterns do not cover. 3 give two or more hour figures that depend on the depth of snow, the street or the time of day. 9 set clock times that depend on when the snow falls, or give both an hour figure and a clock time. 21 state a deadline only for business property, one district or designated area, named streets, one class of building or a snow emergency. 2 give a figure only for unusual circumstances, or ask only for a reasonable effort by a stated time. 5 give a figure in a passage that does not name the sidewalk.
The quoted passage is part of a section, not the whole code, and a deadline stated outside it is not seen. The "Source last checked" date on each row is the date recorded on the rule page when the page was last written or edited, or when a software re-check last found no newer edition of the code. It is not a record of anyone comparing the passage with its source.

Download this table as a CSV file. The file gives, for each row: jurisdiction, state, type, “Deadline in hours”, “Counted from or time of day”, section citation, source link, page address on this site and the date the source was last checked. The file has no column for the supporting quote. The column “Counted from or time of day” gives a short phrase in the words of the quoted text.
