Under the Livability Code, Carroll County can condemn and placard any premises or building its officials find unsafe or unfit, order it closed and vacated, and eventually force demolition. Section 171.150 gives the county that authority; § 171.153 sets a 90-day clock before demolition becomes mandatory.

AUTHORITY. When a premises or equipment thereon is found by the county to be unsafe or unfit, the county shall condemn and placard such premises or equipment thereon. The county may order the premises or building thereon closed and vacated or order the equipment not to be used. The premises or building thereon shall not be reoccupied or equipment thereon used without prior approval of the county.
Snow & Sidewalk Clearing
Carroll County gives the owner, tenant, or occupant of a property 12 hours to clear ice or an accumulation of snow off the public sidewalk in front of that lot once it stops falling or forming. Snow that falls overnight, between 10:00 p.m. and 6:00 a.m., gets a grace period until 6:00 p.m. the following day. Violators face a misdemeanor fine.
