Carroll County designates historically, archaeologically or architecturally significant sites, structures and districts under the Historic District Overlay, Zoning Code § 158.095. A five-member Historic Preservation Commission reviews petitions and any exterior work permit application, adding a layer of county review on top of standard zoning once a property is designated.
