Carroll County limits electric bicycles in county parks to Class 1 pedal-assisted models under Code of Ordinances § 94.036, which confines regular bicycles to paved roads and paths and opens only certain designated trails to low-speed Class 1 e-bikes. Riders may still walk any bike, including higher-speed classes, by hand across grass or wooded trails.
