Carroll County confines skateboarding and roller-skating in county parks to areas the Department of Recreation and Parks specifically designates, under Code of Ordinances § 94.056. The same section applies the designated-area rule to any organized game or recreational activity, and breaking it is enforced as a Chapter 94 park offense.

No person in a park shall take part in the playing of any game or activity except in areas specifically set apart for those forms of recreation, or as authorized by the Manager. No person in a park shall roller-skate or skateboard except in areas specifically designated for those purposes.

Loitering Rules

Carroll County bans sleeping, prolonged lounging, and loud, boisterous, threatening, abusive, insulting, or indecent language in any county park under § 94.078. The rule also forbids disorderly conduct or behavior tending to breach the public peace, and it applies only inside county park property in the unincorporated area.

Public Alcohol Use

Carroll County bans drinking in its parks outside areas the Recreation and Parks Manager designates. Section 94.070 forbids possessing or consuming alcoholic beverages in undesignated areas or at undesignated times, bars visible intoxication in any park, and makes a violation a misdemeanor under § 94.999 punishable by up to $1,000 in fines or six months in jail.

§ 94.070 INTOXICATING BEVERAGES. (A) Prohibition. No person in a park shall possess or consume alcoholic beverages in undesignated areas or at undesignated times. The Manager shall establish rules pertaining to the possession and consumption of alcoholic beverages in the park. (B) Drunkenness. No person in a park shall be visibly intoxicated.
