Orange, CA Drone Rules: Park Drone Restrictions (2026)

Section 12.48.060, titled 'Games,' bars playing or abetting any game involving thrown or otherwise propelled objects in a park, and it names drones specifically alongside balls, stones, arrows, javelins, model airplanes, rockets, motorized model cars and other motorized remote-control devices. The prohibition applies City-wide to every location the Park Ordinance covers: Section 12.48.010 states the chapter's rules govern 'public parks, playgrounds, and recreation facilities in the City, including Plaza Square.' The only ways to legally fly a drone in an Orange park are inside an area the Department of Community Services has set apart or posted with signage for that purpose, or as part of an approved recreation program.

Because the section groups drones with 'propelled objects' rather than singling them out with separate technical standards, the City has not published altitude, weight or registration rules of its own for park drone flights; the designated-area/signage and program-approval limits are the entire local standard. The Park Ordinance's general provisions also apply to any drone use, including the ban on operating in a way that endangers or annoys wildlife or the public (Section 12.48.055(D) bars willfully frightening, molesting, injuring, chasing, capturing or annoying any animal or bird in a park) and the Director's general authority to post areas off-limits to a class of devices under Section 10.82.020.
