Wis. Stat. §167.10 requires a user's permit for nearly all consumer fireworks (firecrackers, bottle rockets, Roman candles, mortars, aerial repeaters). Permits issued by the mayor, village president, or town chairperson — or designee — where use will occur. Sparklers under 36 inches, snakes, smoke bombs, caps, and small fountains are exempt.

Wis. Stat. §66.1014 preempts local STR bans for stays of 7 consecutive days or more. Hosts renting more than 10 nights per year must hold a state Tourist Rooming House license from DATCP. Brown County does not operate a county-wide STR permit; municipal rules vary.

Brown County has no county-wide STR parking rule. Parking standards are set by the underlying town's zoning ordinance (or county zoning where the town opted in under Wis. Stat. Ch. 91). Most towns require off-street parking and prohibit blocking roadways or fire lanes.

Brown County imposes a 10% room tax on short-term rentals under authority of Wis. Stat. §66.0615. Operators must obtain a Tourist Rooming House (TRH) license from Brown County Public Health and remit room tax to the county Corporate Trust Coordinator.

Brown County does not publish a county-wide STR occupancy cap. Maximum guest counts are governed by the property's state Tourist Rooming House license under Wis. Admin. Code ATCP 72, set during the Brown County Public Health pre-inspection.

Brown County Code Chapter 39 (revised 5-1-2002) sets daytime and nighttime sound pressure limits for unincorporated areas. Nighttime amplified sound from commercial/industrial zones audible 75 feet beyond the lot line into a residential zone is prohibited.

Brown County does not regulate general zoning at the county level — each town, village, and city in Brown County administers its own zoning code with fence height standards. Typical residential limits in Brown County municipalities range from 3-4 feet in front yards to 6-8 feet in side and rear yards.

Pool barriers governed by the Wisconsin Uniform Dwelling Code (Wis. Admin. Code SPS 320-325) for one- and two-family dwellings, which adopts IRC Appendix G barrier standards. A 48-inch enclosure with self-closing, self-latching gates is the typical requirement. Brown County zoning adds local setback and accessory-use rules for unincorporated areas.

Brown County zoning (Ch. 17) regulates ADUs only in unincorporated areas and the Village of Bellevue. Most Green Bay metro municipalities (Green Bay, De Pere, Ashwaubenon, Howard, Suamico, Hobart) administer their own zoning codes. Wisconsin has no statewide ADU mandate; AB365 (2025 session) proposing one has not been enacted.

Wisconsin has no statewide leash law — restraint requirements are set by each Brown County municipality. Wis. Stat. §174.05 requires every dog over 5 months to be licensed through the local municipal clerk, and §174.042 authorizes impoundment of dogs running at large.

Brown County Code Chapter 23 (Floodplains), revised 02-15-2023, regulates development in unincorporated areas under Wis. Stat. §87.30 and FEMA NFIP. Three districts: Floodway (FW), Floodfringe (FF), and General Floodplain (GFP). Updated FEMA Flood Insurance Rate Maps took effect May 9, 2023.
