In unincorporated Harford County, private piers, docks, boat lifts, wharves and bulkheads built by riparian landowners are regulated as water-dependent structures. Construction, maintenance and dredging require Department of Planning and Zoning review plus state permitting before work begins.
Applicability. The provisions of this section apply to individual private piers installed or maintained by riparian landowners, which are not part of a subdivision that provides community piers, boat lifts, wharves, docks and bulkheads, as well as the maintenance, repair or replacement of these existing structures and maintenance dredging. ... Maintenance, repair or replacement of existing bulkheads, piers or maintenance dredging shall require all applicable permits from the Maryland Department of the Environment and the County prior to approval of any proposed work. ... No construction, including mooring piles, shall be permitted within 10 feet of the established divisional lines in effort to maintain a 20-foot open access area between the facilities of adjoining lots.

Full Breakdown
16 governs individual private piers, boat lifts, wharves, docks and bulkheads maintained by riparian landowners, not community piers serving a subdivision, and covers maintenance, repair, replacement and maintenance dredging of those structures. 16B(1), where a proposed pier or dock would conflict with existing facilities, the Department of Planning and Zoning specifies the limits of construction to minimize interference with existing or future construction, and notice must go to adjoining property owners affected. 16B(2) requires maintenance, repair or replacement of existing bulkheads and piers, or any maintenance dredging, to obtain all applicable permits from the Maryland Department of the Environment and the County before work is approved.
16B(3). 16C(2)(d) bars construction, including mooring piles, within 10 feet of the divisional line between adjoining waterfront lots, preserving a 20-foot open access area between neighboring docks. 16D(2).
Violations & Fines
Pier, dock or bulkhead work performed without the required Department of Planning and Zoning approval and Maryland Department of the Environment permit can be denied, halted, or ordered removed for interference with navigation or encroachment on the required 10-foot setback from divisional lines. The Department of Planning and Zoning administers construction limits and adjoining-owner notice under § 267-63.16B, and unpermitted nonwater-dependent structures on a pier are a direct violation of § 267-63.16D.
