Full Breakdown
Sioux City's Floodway (Overlay) District covers land subject to base-flood conveyance under Section 25.04.190.11 of the zoning code. Uses involving structures, fill, storage, excavation, or watercourse alteration are Conditional Uses there -- permitted only after the Board of Adjustment issues a Conditional Use Permit -- and item (2)(e) of that subsection lists 'Marinas, boat rentals, docks, piers, wharves' among them. Approved docks must also meet the district's Floodway Performance Standards, which bar any increase in base flood elevation and require flood-resistant construction materials and methods.
Violations & Fines
Building a dock, marina, or pier in the Floodway District without the required Conditional Use Permit violates Section 25.04.190.11 and is punishable under Section 25.04.190.17 as a misdemeanor -- up to $500 or 30 days, each day separate.
