DC declared a climate emergency in 2019 and committed to carbon neutrality by 2050 through Sustainable DC 2.0, the Clean Energy DC Act, and the Carbon-Free DC plan administered by DOEE.
The Council adopted Resolution 23-317 declaring a climate emergency, building on the Clean Energy DC Omnibus Amendment Act of 2018 (DC Law 22-257) which sets a 100% renewable electricity standard by 2032 and net-zero greenhouse gas emissions by 2050. DOEE coordinates the Sustainable DC 2.0 plan covering transportation, buildings, energy, water, and waste targets. The plan requires interim 50% emissions cuts by 2032 versus 2006 baseline, mandatory building benchmarking, and electrification of transit and government fleets.
Most goals are aspirational planning targets, but linked statutes including BEPS, the renewable portfolio standard, and benchmarking carry agency-level fines for non-reporting.
