Titles 20 through 25 of the Municipal Code constitute the Local Coastal Program Implementation Plan. The California Coastal Commission retains appeal jurisdiction over certain development decisions. CDPs are designed to ensure public beach access, protect coastal resources, and manage viewsheds. Projects near the shoreline face additional scrutiny for sea-level rise adaptation. Height is generally limited to 35 feet in the Coastal Zone.
Development without a CDP in the Coastal Zone is a violation enforceable by both the city and the Coastal Commission. Unpermitted development may require restoration.
