Oxnard has a certified Local Coastal Program (LCP). Development within the coastal zone requires a Coastal Development Permit (CDP) from the city, with some projects requiring California Coastal Commission review. The coastal zone covers significant portions of western Oxnard.
Oxnard's Local Coastal Program, certified by the California Coastal Commission, governs development within the coastal zone under the California Coastal Act. The coastal zone extends from the Pacific Ocean inland through much of western Oxnard including Channel Islands Harbor, Oxnard Shores, Silver Strand, and Hollywood Beach. Coastal Development Permits are required for most new construction, major renovations, and changes in land use within the coastal zone. The city issues CDPs for most projects, but development on tidelands, within 300 feet of the beach, and between the sea and the first public road may require Coastal Commission review. CDPs must address public access, visual resources, marine habitat protection, and coastal hazards including sea level rise and tsunami risk.
Development without a required CDP is subject to Coastal Commission enforcement including restoration orders, fines up to $15,000 per day, and removal of unpermitted structures.
