All construction sites in Coral Gables must implement erosion and sediment control measures as required by the city's Public Works permit process and the Florida NPDES Construction Generic Permit. Coral Gables requires erosion and sediment control plans for all construction projects involving ground disturbance. A Public Works permit must be obtained through the city's online application system before earthwork begins. Construction sites disturbing one acre or more must also obtain coverage under the Florida DEP NPDES Construction Generic Permit, which requires a Stormwater Pollution Prevention Plan (SWPPP). Required best management practices include temporary sediment basins to detain sediment-laden runoff, silt fencing along the downslope perimeter of disturbed areas, inlet protection berms around storm drain inlets, stabilized construction entrances to prevent tracking of sediment onto public roads, and temporary seeding or mulching of exposed soil not actively being worked. Sediment controls must be inspected after each rainfall event of 0.5 inches or more and at least once every seven calendar days. Damaged or displaced controls must be repaired within 24 hours. Dewatering operations must not discharge turbid water to the stormwater system without settling or filtration. Final site stabilization requires permanent vegetation or other ground cover on all disturbed areas before sediment controls can be removed. Miami-Dade County DERM may conduct additional environmental inspections.
Failure to implement erosion controls may result in a stop-work order from the city and fines from Florida DEP. NPDES violations carry penalties up to $10,000 per day per violation under the Clean Water Act. The city can also impose daily fines through Code Enforcement until compliance is achieved.
