Lakewood, NJ Environmental Rules: Erosion Control (2026)

Erosion and sediment control in Ocean County is enforced under the NJ Soil Erosion and Sediment Control Act (N.J.S.A. 4:24-39 et seq.) through the Ocean County Soil Conservation District (headquartered at 714 Lacey Road, Forked River). Any project disturbing 5,000 square feet or more of land requires a Soil Erosion and Sediment Control Certification from the District before construction begins. Standard best management practices include: silt fencing along downslope perimeters (N.J.A.C. 2:90), stabilized construction entrances with 3-inch stone, temporary seeding within 14 days of soil disturbance, erosion control blankets on slopes, sediment basins for larger disturbance, and permanent stabilization (vegetation or pavement) within specified timeframes. Pinelands municipalities apply additional CMP N.J.A.C. 7:50 erosion standards protecting sensitive soils and plant communities. CAFRA-area projects (LBI, oceanfront, bayfront) protect dune and beach vegetation — sand fencing required, no disturbance of dune grasses (Ammophila breviligulata). Post-Sandy rebuild projects often require enhanced erosion controls given exposed soils and high wind conditions. Inspections conducted by Soil Conservation District staff; stop-work orders issued for non-compliance. Stabilization must be complete before final inspection.
