Erosion and sediment control in Ocean County is enforced under the NJ Soil Erosion and Sediment Control Act (N.J.S.A. 4:24-39 et seq.) through the Ocean County Soil Conservation District (headquartered at 714 Lacey Road, Forked River). Any project disturbing 5,000 square feet or more of land requires a Soil Erosion and Sediment Control Certification from the District before construction begins. Standard best management practices include: silt fencing along downslope perimeters (N.J.A.C. 2:90), stabilized construction entrances with 3-inch stone, temporary seeding within 14 days of soil disturbance, erosion control blankets on slopes, sediment basins for larger disturbance, and permanent stabilization (vegetation or pavement) within specified timeframes.
