All construction disturbing soil must use erosion control Best Management Practices (BMPs) including silt fences, fiber rolls, and stabilized entrances. Projects over 1 acre require a Stormwater Pollution Prevention Plan (SWPPP). Grading permits from Building & Safety include erosion control requirements. The rainy season (October 1 - April 15) has heightened BMP requirements. The Ventura County Watershed Protection District oversees stormwater compliance.
