Disturbed areas must be stabilized with vegetation or mulch within 14 days. Inspections required during construction. Missing ESC: stop-work order and $250-$2,500 fines. Sediment discharge to lagoon/river: $1,000-$25,000 per day under FDEP enforcement plus FL §403 penalties. Failure to stabilize within 14 days: daily fines.
