Nonresidential structures may meet the standards in subsection (c)(3) of this section. Prior to erection of wall framing, the elevation of the lowest floor including basement shall be certified by a registered professional engineer or surveyor, or verified by the floodplain administrator to be properly elevated.

In AO zones without a mapped BFE, the lowest floor must sit two feet above the highest adjacent grade, or two feet above the FIRM's depth number if one is shown. Nonresidential buildings may floodproof instead of elevate, watertight to two feet above the BFE with structural components able to resist hydrostatic and hydrodynamic loads, certified by a registered engineer or architect.

Before wall framing goes up, a registered professional engineer or surveyor must certify the lowest-floor elevation, or the floodplain administrator must verify it directly. The same two-foot freeboard carries into subdivisions: Sec. 15A-18 requires preliminary subdivision proposals to identify the flood hazard area and base flood elevation, and final plans to show the elevation of every proposed structure and pad, certified by an engineer or surveyor if the site was filled above the BFE. Manufactured homes placed or substantially improved in Zones AE, AH and AO must also sit on a permanent foundation with the lowest floor two feet above the BFE and be securely anchored against flotation and lateral movement (Sec.

15A-19(a)); homes in Coastal High Hazard Zones V and VE must be elevated on anchored pilings or columns to that same two-foot standard (Sec. 15A-19(b)).
