Full Breakdown
County Code § 811.501 sets the floodplain construction standard for unincorporated San Diego County. New construction and substantial improvements to residential structures outside an alluvial fan must have the lowest floor -- including basement, mechanical equipment, and ductwork -- elevated 1 foot above the base flood elevation (BFE), the standard NFIP freeboard. Nonresidential structures must meet the same elevation standard or be flood-proofed to 1 foot above BFE with watertight, substantially impermeable walls. A registered civil engineer or licensed land surveyor must certify the elevation on a FEMA Elevation Certificate, which goes to the County Floodplain Administrator and is verified by the County building inspector.
Violations & Fines
Building without meeting the required freeboard elevation or without a certified FEMA Elevation Certificate violates the ordinance; the Floodplain Administrator can withhold permit sign-off and occupancy approval, and the property risks losing NFIP flood insurance eligibility.
