Full Breakdown

Under Administrative Code Article XX, no building, structure, or land may be constructed, located, extended, converted, or altered within a designated floodplain or flood-prone area without a permit and full compliance with the ordinance. All new construction and substantial improvements must be designed to San Francisco Building Code Section 1612 (or California Building Code Section 1612), which sets the base flood elevation and freeboard standard. Manufactured homes placed in Zones A1-30, AH, or AE must have their lowest floor elevated to or above the base flood elevation on an anchored permanent foundation. The City Administrator serves as Floodplain Administrator, working with the Department of Building Inspection, Planning Department, and Department of Public Works to administer permits and keep elevation records referenced to NAVD88.

Violations & Fines

Building without the required permit or below the mandated elevation blocks issuance of approvals under Section 2A.283(a); noncompliant structures also risk losing eligibility for federally backed NFIP flood insurance, which the ordinance's findings tie directly to compliance.
