Iron County, UT Environmental Rules: Flood Zones (2026)

Section 15.12.050 applies the flood damage prevention chapter to all areas of special flood hazard within Iron County's jurisdiction, and Section 15.12.060 ties those areas to a specific scientific and engineering report, the Flood Insurance Study for the County of Iron, dated July 17, 1986, along with its accompanying Flood Insurance Rate Map, both adopted by reference and kept on file at the Iron County clerk's office in Parowan. Before construction or development begins in one of those mapped areas, Section 15.12.110(A) requires a development permit application on forms furnished by the commission chairman, showing the nature, location, dimensions, and elevations of the site, existing or proposed structures and fill, and drainage facilities.

The application also has to state the elevation of the lowest floor of any structure and, where floodproofing is used, the elevation to which the structure was floodproofed. The commission chairman administers the permit program under Section 15.12.120, reviewing every application to confirm the chapter's requirements and any other federal, state, or local approvals have been met before signing off. Anyone who disagrees with a permit decision can appeal to the appeals hearing officer under Section 15.12.140, and from there, any taxpayer or aggrieved party can take the matter to the Fifth Judicial District Court for Iron County. This permit sits on top of, not instead of, the ordinary building permit required under Chapter 15.04 for the same construction.
