The 2021 Climate Action Plan directs city departments to limit municipal fleet idling to under five minutes except for emergency, safety, or operational needs. Bernalillo Air Quality Control Board rules and New Mexico Environment Department oversight apply to commercial diesel idling under NM Water Quality and Air Quality Acts. Private passenger vehicles are not currently penalized for idling at curbside, though the Sustainability Office encourages voluntary reduction near schools and ABQ Ride bus stops. Future ordinance expansion is under review.
City fleet violations are internal personnel matters. Commercial diesel idling violations fall under state air-quality enforcement, with administrative fines from the Environment Department.
