The IDO permits artificial turf as a landscape groundcover but limits front-yard coverage to no more than 50% of the required landscape area in most residential zones. Backyard use is largely unrestricted except in HOA-controlled neighborhoods. Installation must use a permeable sub-base allowing stormwater percolation, and edging must not create ponding on adjacent properties. Artificial turf does not qualify for Water Authority turf-removal rebates (those require xeric plantings) but reduces ongoing water use. In the Sandia foothills WUI zones, flammable turf products are discouraged and infill must be non-combustible. HOAs vary widely: some (North Valley horse properties) prohibit artificial turf entirely, while others in master-planned communities (Ventana Ranch, Mesa del Sol) accept it in backyards only.
Over-coverage of front yards triggers zoning enforcement with $100-$500 fines and required partial removal. Drainage violations onto neighboring properties are nuisance violations.
