Garland, TX Environmental Rules: Vehicle Idling Restrictions (2026)

52(A)(10) of the Garland Development Code sets development standards for Transportation Depots, the zoning category covering bus terminals and passenger depots. Subsection (c), Idling Buses, states the rule directly: buses are prohibited from idling with the engine running for a period longer than one-half hour, a limit the code says exists to reduce noise and potentially harmful fumes. The idling cap sits alongside the depot's other siting and operating standards: a depot may not locate within 500 feet of a single-family or two-family residential use or district, on-site parking must accommodate every bus present at any time, buses cannot park in a right-of-way, easement, fire lane, driveway, or on neighboring property, and the facility needs an attended, staffed lobby with seating for at least half of a standard bus's capacity plus adequate restrooms whenever buses or trains are scheduled to arrive or depart.

Overnight parking of passengers' personal vehicles is allowed only in a marked on-site space. 69 of the Code of Ordinances that separately govern decibel levels from mechanical and outdoor equipment.
