Goodyear, AZ Environmental Rules: Vehicle Idling Restrictions (2026)

38 regulates Transfer Company and Trucking Terminal facilities, and it is the only idling restriction found in Goodyear's code and zoning ordinance. It applies only to new terminal facilities or to existing ones that increase building area by more than 10 percent or increase trailer parking spaces or average daily truck trips by more than 10 percent. Within that use, primary truck access must come from an arterial street and no truck access may be taken from a local residential street. Outdoor truck parking, loading, staging, and drive aisles must sit at least 50 feet from a residential district, an eight-foot masonry wall is required along any property line abutting a residential zoning district, and a 20-foot landscape buffer of canopy trees, understory trees, and screening shrubs must separate that wall from the property line.

Employee and visitor parking must be physically separated and signed apart from truck circulation and staging areas. Layered onto those site standards is the idling rule itself: trucks at the facility cannot idle overnight except when idling is necessary for safety or to keep temperature-controlled cargo within its required range. Goodyear has no broader, citywide limit on vehicle idling outside this trucking-terminal use; a car left running in a parking lot or a delivery truck idling curbside elsewhere in the city is not covered by any idling-specific ordinance in the sources reviewed here.
