Shenandoah, TX Environmental Rules: Vehicle Idling Restrictions (2026)

City Code of Ordinances Sec. 47-3(d) makes it unlawful for any person to operate or allow a motor vehicle engine to idle for more than one hour, with the only carve-out being emergency equipment or vehicles located at a permitted public event or parade. The idling cap sits alongside three companion rules in the same section: a ban on vehicles so out of repair or loaded that they emit loud grating, grinding or rattling noise; a requirement that exhaust discharge into open air only through a muffler that effectively prevents loud and raucous noises; and a ban on engine braking ("jake braking") that produces noise beyond normal engine operation, again except for authorized emergency vehicles.

Sec. 47-3 was adopted by Ord. No. O-03-023, § I, on August 27, 2003, as part of a chapter that was originally enacted as Chapter 51 and was later redesignated Chapter 47 with the city's approval to preserve alphabetical order in the Code. The idling limit is enforced by the city administrator or a designee under Sec. 47-6, the chapter's enforcement section, rather than by a separate environmental office. Because the idling cap is written into the noise chapter rather than a standalone air-quality ordinance, an idling complaint in Shenandoah is handled the same way as a muffler or jake-brake complaint: a citation issued under Chapter 47 rather than under any state environmental statute.

The one-hour threshold is a bright line with no exception for weather, loading or waiting for passengers, so any commercial driver, delivery service or rideshare operator idling curbside for more than 60 consecutive minutes is exposed to citation regardless of intent.
