Pittsburgh Water and Sewer Authority (PWSA) operates under a federal EPA consent decree requiring Green First Plan investments in bioswales, rain gardens, and combined sewer overflow (CSO) reduction. Downtown and older neighborhoods have combined sewers subject to CSO regulation under ALCOSAN Clean Water Plan.
