Projects disturbing 1,000+ sq ft or adding 1,000+ sq ft of impervious cover must submit a stormwater management site plan meeting Pennsylvania DEP standards (water quality volume, channel protection, flood control). Earth disturbance over 1 acre triggers an NPDES permit with the Allegheny County Conservation District. Chapter 1059 imposes a monthly stormwater fee based on impervious area (ERU-based), funding system maintenance.
